Why is the clock tower in Salzburg with 11 hours and not 12?

We were there in May this year and the picture I have (I think it is the mayor) said the number turned his face from 1 to 11. There are number 11, not 12, in Roman numerals at the top. No space is strange that a number has fallen or anything, just the numbers much all day. It seems quite normal and I never realized time, however, someone looking at my photo album that showed me this weekend. I searched the Internet for an answer but no luck. The pictures I found of the effective transmission tower of 12 numbers, not 11, so this must have been a new thing they've done for him. Restoration work strange maybe? I wondered why a man of the people I was saying when I took the picture, but spoke German and not understand at all. It should be explained to me, I guess. Hopefully someone can solve this mystery.
