Great American Baby Photo Contest, a scam?

I tried to look, I could not find much. I even looked past questions asked on this theme here, but there was a lot. Some people said it was a scam, but has not offered many details. So, has anyone heard? My reaction knee-jerk is that this is a scam. Supposedly selected picture of my baby be in a book and I want my "permission to publish his photograph. They have asked you money still .. but offer an order form for the book claimed. Considered simply consent to have his picture on it, but not reqesting copy / pay anything. What you think? Anyone else have any experience with these people?
