Includes photo editing program?

In my team, I currently use an old Photoshop LE program. I have received vocational training the full version of Photoshop, so I am familiar with most. I want to upgrade, so after some research here are my choices: Ultimate Photoshop Elements Paint Shop Pro or ACDSee Photo Editor. What do you recommend and why? This will be used for freelancers and photo enthusiasts.

ACDSee is I do not think even in a similar category. The final elements of the PS and PSP are almost the same features, functionality and price. If you're more familiar with the PS, then go for PS. You link to other Adobe products best. I use PSP and I personally find it much easier to use for Web development work. Recommend PSP most of my friends who do not spend much time with image editors. GIMP is also in a similar class and it's free! Full Blown The PS is again in another kind. It has a number of features and more functionality (you can never use) will cost 3 times more and so steep learning curve. Many people who have PS full use less than 30% of its features and functionality. Therefore, Adobe got smart and released PS Elements, which occupies about 40% of the features text of a PS.
